Subject: [e-lang] EIO: Proposed a non-blocking I/O library for E

So far, this only deals with input-stream and output-stream kinds of issues, 
as these are the core abstractions of any I/O library.   The pipes are 
already working, but most of the rest of this is not yet implemented.
